RESOLUTION
2006-101 Whereas, The Conference of Western Wayne (CWW) is a consortium of eighteen western Wayne County communities joined in an effort to improve local government and local services through cooperation and collaboration; andWhereas, the CWW Board of Directors consists of the Chief Elected Officials from all eighteen member communities whose total population exceeds 700,000 and hosts many essential Michigan business, and Whereas, the CWW region is a significant constituency as major customers of the Detroit Water and Sewerage Department (DWSD), and Whereas, the City of Detroit Council passed a resolution mandating increased water rates for suburban customers, but not for City of Detroit customers, and Whereas, transparency in water rate setting remains a serious issue for many DWSD customers, and Whereas, the legality of uneven application of rate increases is dubious at best. Now Therefore Be It Resolved, that the Conference of Western Wayne submits its formal objection to this uneven, inappropriate, and potentially illegal rate setting method, and Be It Further Resolved, that the CWW Board of Directors requires that the City Council Resolution be completely reversed, and Be It Finally Resolved that a copy of this resolution be sent to Governor Granholm, CWW region Senators and Representatives, Wayne County Executive Ficano, Wayne County Board of Commissioners, the Downriver Community Conference, Mayor Kwame Kilpatrick, the Clerk of the Detroit City Council, Mr. Victor Mercado, and Mr. George Ellenwood.
