RESOLUTION 2001-109 WHEREAS, The Conference of Western Wayne is a consortium of eighteen western Wayne County communities joined in an effort to improve local government and local services through cooperation and collaboration; and Whereas, the CWW Board of Directors consists of the Chief Elected Officials from all eighteen member communities whose total population exceeds 700,000 and whose State Equalized Value is in excess of $22 billion; and Whereas, all of the eighteen CWW communities regard their public safety obligations of paramount importance for all residents and businesses and all regard public safety as an essential public service; and Whereas, prompt response time is a fundamental element of 911 calls for service and railroad crossing delays have the imminent potential of serious jeopardy to life and property, and the residents, businesses, and public safety responders in the CWW area have suffered from railroad crossing delays; and Whereas, 75 percent of fire department runs are emergency medical service related, and all CWW communities emphasize timely response to all public safety calls with an awareness of the fact that a fire will double in size every 22 seconds and oxygen deprivation causes clinical death in about 12 to 15 minutes; and Whereas, by example the City of Romulus and the Romulus School District, on behalf of the children they serve and their parents, have repeatedly contacted the local division of the railroad company to assure a change in such perilous delays without a solution to date; and Whereas, Huron Township has had to extend public safety response times to reroute vehicles and also had to request expensive new technology to achieve a warning system to route public safety vehicles due to railroad crossing delays; and Whereas, Michigan is not alone experiencing these problems, as in 1999 a train blocked an Ohio crossing for 18 hours; and Whereas, it is the duty of the United States Secretary of Transportation to address the problem of trains blocking road traffic, halting business production, and affecting public safety response vehicles; and Whereas, the CWW communities would eagerly accept local authority to protect the public health and safety via authorized local regulations; so Now Therefore Be It Resolved, that the CWW Board of Directors does hereby wholeheartedly support Congressman John Dingell’s House Resolution 432 Railroad Delay Safety Assurance Act, and Be It Further Resolved, that the CWW Board of Directors does hereby also support Congressman John Dingell’s House Resolution 433 Railroad Crossing Delay Reduction Act; and Be It Finally Resolved, that a copy of this resolution be sent to President George W. Bush, to the U.S. Secretary of Transportation, to all CWW Area Federal Legislators, to Congressman Don Young, Chairperson of the U.S. Transportation and Infrastructure Committee, to Michigan Committee members James Barcia, Vern Ehlers, and Mike Rodgers, Governor John Engler, to CWW Area State Legislators, to the Wayne County Commissioners, to the Michigan Municipal League, to the Michigan Townships Association, to the Southeast Michigan Council of Governments, and to the Downriver Community Conference. RESOLUTION 2001-110 WHEREAS, The Conference of Western Wayne is a consortium of eighteen Western Wayne County communities joined in an effort to improve local government and local services through cooperation and collaboration; and Whereas, the CWW Board of Directors consists of the Chief Elected Officials from all eighteen member communities whose total population exceeds 700,000 and whose State Equalized Value is in excess of $22 billion; and Whereas, all of the eighteen CWW communities have effectuated remedial programs for infrastructure improvement and water quality enhancement with prudent environmental protection objectives; and Whereas, our Western Wayne communities have, in the face of the substantial costs associated with these infrastructure projects, cooperated and consolidated in earnest efforts to plan regionally for Southeast Michigan water quality; and Whereas, the CWW communities remain committed to a superior environment for our municipalities with the full awareness that continued new projects or additional infrastructure improvements would necessitate both grant funding and long term funding mechanisms; and Whereas, the Honorable Congressman John Dingell along with Michigan co-sponsors the Honorable Congresswoman Lynn Rivers and the Honorable Congressman Sander Levin and others members of the U.S. House of Representatives have introduced H.R. 1750 and H.R. 1751 that would assist local government it its pursuit of water quality; and Whereas, H.R. 1750 would reauthorize the revolving loan fund for five years at 5.4 billion per year and H.R. 1751 would reauthorize the Municipal Construction Grant Program for five years also at the 5.4 billion dollar funding level; so Now Therefore Be It Resolved, that the CWW Board of Directors through this Resolution strongly endorses the good judgment of long term funding that is earmarked for environmental protection and water quality; and Be It Further Resolved, that the CWW Board of Directors does hereby also support financial contributions from all levels of government in pursuit of clean water and this Board fully supports the provisions of both H.R. 1750 and H.R. 1751; and Be It Finally Resolved, that a copy of this resolution be sent to President George W. Bush, Congressman John Dingell, all co-sponsors of the bills; to all CWW Area Federal Legislators, the full U.S. House Committee on Transportation and Infrastructure; Chairperson of the U.S. Transportation and Infrastructure Committee, to Governor John Engler, to CWW Area State Legislators, to the Wayne County Commissioners, to the Michigan Municipal League, to the Michigan Townships Association, to the Southeast Michigan Council of Governments, and to the Downriver Community Conference. RESOLUTION 2001-111 State Revenue Sharing Funding WHEREAS, The Conference of Western Wayne is a consortium of eighteen western Wayne County communities joined in an effort to improve local government and local services through cooperation and collaboration; and Whereas, the CWW Board of Directors consists of the Chief Elected Officials from all eighteen member communities whose total population exceeds 700,000 and hosts many essential Michigan business, and Whereas, the citizens and businesses of the CWW region generate a major portion of State of Michigan revenue, and Whereas, all local governments in the Conference of Western Wayne are mandated with the responsibility to provide for the health, safety, and welfare of its residents, and Whereas, revenue sharing income is essential for the continued provision of such vital public safety services, and Whereas, local governments have already had imposed upon them an additional $50 million of reductions in state revenue sharing beyond what is called for by statue, and Whereas, communities can be prepared for statutory reduction amounts, but will be unable to fund certain health and welfare services with such extraordinary cuts is state revenue sharing, Now Therefore Be It Resolved, that the CWW Board of Directors does hereby wholeheartedly oppose any additional reductions in revenue sharing income in excess of statutory levels, and Be It Further Resolved, that the CWW Board of Directors does hereby also urge the Governor to restore local revenue sharing without the imposition of a double roll at a time when local government is being called upon to provide greater security than ever before; and Be It Finally Resolved, that a copy of this resolution be sent to Governor John Engler, to CWW Area State Legislators, to the Michigan Municipal League, to the Michigan Townships Association, to the Southeast Michigan Council of Governments, and to the Downriver Community Conference. RESOLUTION 2001-112 Objections to Michigan Senate Bill 677 WHEREAS, The Conference of Western Wayne is a consortium of eighteen western Wayne County communities joined in an effort to improve local government and local services through cooperation and collaboration; and Whereas, the CWW Board of Directors consists of the Chief Elected Officials from all eighteen member communities whose total population exceeds 700,000 and whose municipalities host major commercial and industrial businesses; and Whereas, the eighteen member law enforcement divisions are mandated to serve and protect all persons and property in this large jurisdiction; and Whereas; Western Wayne County jurisdictions are policed by full service law enforcement agencies, and Whereas, the majority – 68 percent – of law enforcement officers are city, village and township departments, and Whereas, these facts are merely a portion of the rationale that prove sheriff department personnel would be better utilized in other capacities throughout the county, and Whereas, in order to retain the community and unity of law enforcement service, any increase in assessment should benefit all of law enforcement and avoid becoming potential cause for inequity, and Whereas, the Conference of Western Wayne opposition to the terms of Senate Bill 677 is not in relation to any other law enforcement personnel, but is founded on better utilization of law enforcement personnel in our area and statewide. Now Therefore Be It Resolved, that the CWW Board of Directors in unison with the Western Wayne Police Chiefs does hereby oppose Senate Bill 677, and Be it Further Resolved, that legislators who have grappled with budgetary constraints will know how that same challenge faces local public safety officials and will see the prudence of equity in all funding of secondary road patrol, and Be It Finally Resolved that a copy of this resolution be sent to all CWW Area Legislators, Michigan Governor Engler, the Michigan Association of Police Chiefs, and the Western Wayne Chiefs of Police.
