WHEREAS, the Conference of Western Wayne is
a consortium of eighteen western Wayne County communities joined in an effort to improve
local government through cooperation; and
WHEREAS, the CWW Board of
Directors consists of the chief elected officials from all eighteen member communities
whose total population exceeds 650,000 with a State Equalized Value in excess of $18
billion; and
WHEREAS, the State Tax Commission is charged with the proper
administration of the laws governing assessments and the levying of taxes in this state;
and
WHEREAS, Article 9, ง 3
of the Michigan Constitution mandates that the legislature provide for the uniform general
ad valorem taxation of tangible personal property, provide for the determination of the
true cash value of such personal property and provide the proportion of true cash value at
which such property shall be uniformly assessed; and
WHEREAS, by
administrative fiat, the State Tax Commission has adopted special composite multipliers
that must be used in calculating the ad valorem tax assessment of gas and electrical
utility transmission and distribution systems throughout the State of Michigan; and
WHEREAS, in
violation of constitutional equal protection and uniformity in taxation requirements, the
adopted multipliers greatly undervalue the taxable property of utility companies; and
WHEREAS, the special
utility multipliers effectively grant Michigan utilities millions in tax breaks that are
unavailable to any other Michigan citizens or businesses; and
WHEREAS, the special
utility tax breaks reduce by over one hundred million dollars the local revenues necessary
to support essential services provided by schools, community colleges, parks, public
safety and other units of local government; and
WHEREAS,the special
utility tax breaks unfairly shift significant tax burdens from utilities to other Michigan
businesses and citizens, forcing either increases in local taxes and/or severe reductions
in educational, recreational, public safety or other local governmental services; and
WHEREAS, it is
estimated that application of the special utility multipliers will cost the Conference of
Western Wayne County communities over $1,042,762 in just one year; and
WHEREAS, Court
intervention is necessary to stop the ill-advised and unconstitutional special utility tax
break:
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne hereby endorses and supports the legal
challenge to the Tax Commission's action.

WHEREAS, the
Conference of Western Wayne is a consortium of eighteen western Wayne County communities
joined in an effort to improve local government through cooperation; and
WHEREAS, the CWW
Board of Directors consists of the chief elected officials from all eighteen member
communities whose total population exceeds 650,000 with a State Equalized Value in excess
of $18 billion; and
WHEREAS, local law
enforcement agencies are responsible for enforcing laws dealing with safety of motor
vehicles and truck weights; and
WHEREAS, House Bills
4927- 4932 provide for civil fines imposed by local authority law enforcement agencies for
motor carrier violations to be paid to the County Treasurer for county libraries; and
WHEREAS, House Bills
4927-4932 undermine local control and home rule; and
WHEREAS, House Bills
4927-4932 could lead to further deterioration and damage to Michigan's roads if weight
laws are not enforced; and
WHEREAS, House Bills
4927-4932 could place the motoring public at a greater safety risk if unsafe vehicles are
allowed to continue operating.
NOW, THEREFORE BE IT
RESOLVED, that the CWW opposes HB 4927-4932, which penalize local governments for
enforcing safety and weight laws; and
BE IT FURTHER RESOLVED, that
a copy of this resolution be forwarded to Governor John Engler, CWW Area Legislators,
Representatives Johnson, Richardville, Gilbert, Koetje, Kelly and Kilpatrick, MML, MTA,
SEMCOG, and DCC.

community's ability to exercise home rule or its right to determine the character of the
community; and

WHEREAS, the Conference of Western Wayne is a consortium of eighteen
western Wayne County communities joined in an effort to improve local government through
cooperation; and
WHEREAS, the CWW Board of Directors consists of the chief elected officials from
all eighteen member communities whose total population exceeds 650,000 with a State
Equalized Value in excess of $18 billion; and
WHEREAS, the CWW Board of Directors has utilized Growth Works as the youth
assistance coordinator for seventeen CWW communities in the Western Wayne area since 1996;
and
WHEREAS, Growth Works has served 2,165 youth to date, and less than 20% have
been petitioned for subsequent offences; and
WHEREAS, the CWW may be interested in functioning as a the Care Management
Organizations (CMO) for the Western Wayne County, if after studying and evaluating the
program, it appears that the Board wishes to pursue this idea; and
WHEREAS, Growth Works will apply to Wayne County to serve as the Care Management
Organization for the Western Wayne County area; and
NOW, THEREFORE BE IT RESOLVED, the CWW Board of Directors supports Growth Works
proposal submission to Wayne County as the CMO for the CWW area for at least a one-year
interim basis; and
BE IT FURTHER RESOLVED, that each community will appoint a representative to serve
on Growth Works' Juvenile Justice Advisory Committee for the purpose of oversight of this
program; and
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to Growth
Works.

WHEREAS, the Conference of

WHEREAS, the CWW
Board of Directors consists of the chief elected officials from all eighteen member

WHEREAS, the Western
Wayne County Fire Department Mutual Aid Association provides twenty one fire departments
in Wayne, Washtenaw and Oakland Counties with a chemical emergency response team known as
the Hazardous Incident Response Team (HIRT); and
WHEREAS, HIRT
provides assistance to member communities facing potential chemical emergencies in an area
of nearly 500 square miles and with a population of approximately one million people; and
WHEREAS, Western
Wayne Mutual Aid recently purchased a Hazardous Materials Trailer with incident management
/command facilities which will be utilized as a support unit, stocked with supplies for
more complex incidents; and
WHEREAS, Ford Motor
Company has provided a truck to pull the Hazardous Materials Trailer; and
WHEREAS, this
donation has enabled Western Wayne Mutual Aid to exhibit the trailer at several locations
and educate participating fire departments, municipal officials and the public about the
dangers of hazardous materials; and
NOW , THEREFORE BE IT RESOLVED,
that the Conference of Western Wayne Board of Directors would like to thank
Ford Motor Company for its generosity in providing the truck; and
BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded to Mr. Gerald
Snider, Local Governmental Relations Manager, Ford Motor Company.

2000 or Millenium bug is of great concern to the CWW communities; and
WHEREAS, the CWW
Board of Directors approved the formation of the CWW Year 2000 Ad Hoc Committee in July
1998 to enable member communities to consider the issue of Year 2000 collectively; and
WHEREAS, there is
concern among residents of the Western Wayne County area about personal preparedness for
Year 2000 and also about the progress being made by communities in becoming Y2K compliant;
and
WHEREAS, the CWW
Board of Directors feels that there needs to be a consistent approach to public
information programs, so that residents of the entire Western Wayne County area receive
the same information; and
NOW, THEREFORE BE IT
RESOLVED, the CWW Board of Directors supports the concept of providing consistent
information to residents on personal preparedness for Year 2000; and
BE IT FURTHER RESOLVED, that
the information be derived from established
sources such as the Federal Emergency Management Association (FEMA) or the
American Red Cross; and
BE
IT FURTHER RESOLVED, that the CWW Year 2000 Ad Hoc Committee consider the amount of
detail to be included in the package and then individual communities customize this for
their own residents.

following non-CWW communities have joined the program: City of Ann Arbor, City of Ecorse, City of River Rouge,
City of Woodhaven, Brownstown Township, Commerce Township and the City of Taylor; and
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne supports the CWW Firefighters Testing
Program to be nominated for the 1999 MAC/SEMCOG Joint Public Services Awards as an
Outstanding Joint Public Service Project; and
BE IT FURTHER RESOLVED, that
copies of this resolution be sent to the MAC/ SEMCOG Center for Joint Public Services,
Schoolcraft College and the Western Wayne Fire Chiefs.

WHEREAS, the
Conference of Western Wayne is a consortium of eighteen western Wayne County communities
joined in an effort to improve local government through cooperation; and
WHEREAS, the CWW Board of
Directors consists of the chief elected officials from all eighteen member communities
whose total population exceeds 650,000 with a State Equalized Value in excess of $18
billion; and
WHEREAS, Environmental
Disposal Systems, (EDS) is proposing to construct and operate Michigan's first commercial
hazardous waste disposal well in the City of Romulus in Wayne County; and
WHEREAS, this well would
inject liquid hazardous waste more than 4,000 feet into the Mount Simon formation, which
runs from Mt. Pleasant to Ohio; and
WHEREAS, a
significant source of the waste that will be injected in EDS' s well will come from
Canada, which prohibits this type of waste disposal;
WHEREAS, most
existing commercial hazardous waste disposal wells are located in Texas, Louisiana and
Ohio, which are distant from urbanized areas; and
WHEREAS, the
experience with commercial hazardous waste disposal wells in these
Other states has resulted in a number of serious environmental
contamination episodes that have been associated with increased cancer rates, birth
defects, animal mutations, and devastated property values; and
WHEREAS, this
commercial hazardous waste disposal well is proposed within a highly urbanized area in the
City of Romulus, which is in close proximity to Interstate 94, Interstate 275, and the
Detroit Metropolitan Airport; and
WHEREAS, the number
of operational commercial hazardous waste disposal wells within the entire United States
has been on a ten-year decline because safer and less expensive means have been found to
dispose of those hazardous waste; and
WHEREAS, Michigan
waste generators are currently able to reasonably dispose of their hazardous waste and, as
a result, no waste generators in Michigan have come forward to express any need or desire
for this type of hazardous waste disposal; and
WHEREAS, whereas the
City of Detroit Police and Fire Retirement System, the pension fund of the men and women
who are dedicated to protecting the lives of the public, has previously invested more than
$7 million in this project; and
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne opposes EDS's proposed commercial
hazardous waste disposal well in the City of Romulus and the further investment by the
Detroit Police and Fire Retirement System in this project; and
BE IT FURTHER RESOLVED, copies
of this resolution be sent to the Police and Firemen Retirement System of the City of
Detroit, Representative Basham and Mayor Oakley of the City of Romulus.

WHEREAS, the
Conference of Western Wayne is a consortium of eighteen western Wayne County communities
joined in an effort to improve local government through cooperation; and
WHEREAS, the CWW
Board of Directors consists of the chief elected officials from all eighteen member
communities whose total population exceeds 650,000 with a State Equalized Value in excess
of $18 billion; and
WHEREAS, the
Michigan Transportation Fund, Public Act 51 of 1951, created a formula to distribute
transportation funds for road creation, repair and improvements among those with
jurisdiction over roads; and
WHEREAS, townships
do not have jurisdiction over roads, they receive no direct funding from Act 51; and
WHEREAS, without
being obligated by statute to contribute any further funds for road purposes, townships
annually spend millions of dollars from their general and special funds and/or special
assessments to assist in road construction, repair and maintenance; and
WHEREAS, Act 51
funds are insufficient to maintain county primary, secondary, and local roads,
right-of-ways, signals and signage; and
WHEREAS, cities
spend millions of dollars from their general and special funds, and/or special assessments
and/or road millages and bond issues to assist in road construction, repair and
maintenance; and
WHEREAS, the County
of Wayne receives Act 51 funds to assist in road construction, repair and maintenance; and
WHEREAS, the County
of Wayne does not supplement Act 51 funds from its general and/or special funds to
construct, repair and maintain.
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne requests that the county executive and
the board of commissioners for the County of Wayne, budget on an annual basis funds from
its general fund to supplement Act 51 funds; and
BE IT FURTHER RESOLVED, that
a copy of this resolution be sent to Edward

WHEREAS, the
principle of "Home Rule" is a fundamental right for local governments; and
WHEREAS, local units
of government are the most appropriate bodies for making planning and land use decisions
for their communities; and
WHEREAS, local land
use laws and ordinances are created to protect the welfare, safety and health of
residents; and
WHEREAS, local land
use laws do not place a more substantive burden on religious groups than they do on the
population in general; and
WHEREAS, the
Michigan Religious Freedom bill, sponsored by Senator Dingell (SB 235), could undermine
the right of local governments to protect the needs of their entire population; and
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne Board of Directors supports religious
freedom but opposes SB 235, which could endanger the safety, health and welfare of
citizens and undermine local government laws and ordinances; and
BE IT FURTHER RESOLVED, that
copies of this resolution be forwarded to Governor Engler; Senator Dingell; Senator
Bullard, Chair of the Senate Government Operations Committee; CWW Area Legislators;
Michigan Municipal League; Michigan Township Association; Southeast Michigan Council of
Governments and the Downriver Community Conference.

WHEREAS, the
Conference of Western Wayne is a consortium of eighteen western Wayne County communities
joined in an effort to improve local government through cooperation; and
WHEREAS, the CWW
Board of Directors consists of the chief elected officials from all eighteen member
communities whose total population exceeds 650,000 with a State Equalized Value in excess
of $18 billion; and
WHEREAS, there are
65,851 mobile home units in Southeast Michigan, (SEMCOG area) of which more than 11,000
are in the CWW area; and
WHEREAS, local
governments have limited jurisdiction over mobile home parks located in their communities;
and
WHEREAS, under the
Mobile Home Commission Act of 1987, local units of government have limited representation
on the Mobile Home Commission; and
WHEREAS, there are
several bills in the State Legislature that would change the composition of the Mobile
Home Commission to increase the representation of local governments, authorize local
building inspections, and make mobile homes subject to the State Construction Code Act for
similar buildings; and
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne
Board of Directors supports SB 43, HB 4181 and HB 4148 which provide
for increased local government influence and jurisdiction over mobile homes; and
BE IT FURTHER RESOLVED, that
copies of this resolution be forwarded to Governor John Engler, CWW area legislators,
Representative Rocca - Chair, House Regulatory Reform Committee, Rep. Garcia - Chair,
House Economic Development Committee, Senator Thad McCotter - Chair, Senate Local, Urban
and State Affairs Committee, Senator Alma Smith, Representative Jamnick, Representative
Schermesser, Michigan Municipal League, Michigan Township Association, Downriver Community
Conference, and the Southeast Michigan Council of Governments.

WHEREAS, the
Conference of Western Wayne is a consortium of eighteen western Wayne County communities
joined in an effort to improve local government through cooperation; and
WHEREAS, the CWW
Board of Directors consists of the chief elected officials from all eighteen member
communities whose total population exceeds 650,000 with a State Equalized Value in excess
of $18 billion; and
WHEREAS, Public Act
51 provides for the allocation of funds from the Michigan Transportation fund and the use
and administration of the fund for transportation purposes; and
WHEREAS, HB 4182
would eliminate restrictions in the distribution formula for major and local roads in
cities and villages; and
NOW, THEREFORE BE IT
RESOLVED, that the Conference of Western Wayne Board of Directors supports HB 4182,
which will give cities and villages much needed flexibility in prioritizing local road
projects; and
BE IT FURTHER RESOLVED, that
copies of this resolution be forwarded to Governor Engler,
CWW Area Legislators, Representative Schermesser, Representative Johnson -
Chair of House Transportation Committee, Representative Perricone, Michigan Department of
Transportation, Michigan Municipal League, Michigan Township Association, Downriver
