RE: SERVICE PROVIDER OPERATIONAL 911 WIRELINE SURCHARGE The Conference of Western Wayne (CWW) is an association of eighteen western Wayne County municipalities representing over 700,000 Michigan residents. The Conference was formed under an interlocal agreement to collectively address issues of concern to municipal government in its region. The Board of Directors is comprised of the chief elected official of each member community. The Conference functions as the Emergency Telephone District for the member community’s Public Safety Answering Points (PSAPS). Under the state of Michigan’s Public Act 29 of 1994, CWW communities receive emergency telephone operational charges that have been collected on their behalf by service suppliers and distributed to individual communities through the Conference of Western Wayne. The CWW distributes the operational charges received from the service suppliers to the individual communities in proportion to the amount of access lines within the primary PSAPS. Within the district, the majority of the PSAPs are individual CWW member communities while some communities dispatch jointly. The Detroit Metropolitan Airport, located in Romulus, is the 8th busiest airport in the United States and functions as primary PSAP within the CWW Emergency Telephone Service District. As mandated by P.A. 29, the operational charges are 4% of the highest monthly flat rate charges by a service supplier for a one party access line within the 911 service district. The CWW operational charge is $0.80 per single access line. For phone service suppliers that have less than 50,000 access lines within the CWW district, a check, payable to the Conference of Western Wayne should be remitted on a quarterly basis. The check should be sent to the Conference of Western Wayne, 39293 Plymouth Road, Suite 101, Livonia, Michigan 48150. Accompanying the remittance should be a settlement statement that contains information identified in the enclosed Attachment A. Since operational charges are distributed to member communities based on the number of billable access lines per community, the CWW would require a yearly breakdown of billable access lines by individual community for the duration of PA 29. Billable or access lines are identified in PA 29 as exchange access facilities. “Exchange access facilities include service supplier provided access lines, PBX trunks, and Centrex line trunk equivalents, all as defined by tariffs of the service suppliers as approved by the public service commission. Exchange access facilities do not include service supplier owned and operated telephone pay stations lines. Or WATS, FX, or incoming only lines.” Exclusions include coin lines, WATS lines, 800 lines, DID PBX lines, Federal government lines, pagers, cellular and mobile and foreign exchanges. P. A. 29 of 1994 was amended to address 9-1-1 wireless issues. The only impact on wireline surcharges under the new P.A. 244 of 2006 is that the operational surcharge will now sunset on December 31, 2007. The Conference of Western Wayne Emergency Telephone Service Board believes that the accurate and timely delivery of 9-1-1 is of the utmost importance. The Conference strongly urges all new providers to work with other agencies in ensuring that the integrity of the 9-1-1 database is 100% accurate. The CWW Board would expect all new providers notify the CWW 9-1-1 Coordinator during the testing stage prior to the actual delivery of service within the CWW district. The Board would also expect all new service providers to supply the district with a manned 24 hour-7-day a week trap and trace number that may be utilized by CWW PSAP’s.
